We have ourselves a filler episode this week. Lots of setup for next week’s episode along with some backstory. The Croat has used a number of Negan’s core principles with his own spin on them. He has created what he views to be a Sanctuary, he rules with fear and manipulation. He uses an old Thanksgiving Day Parade car to lure walkers to his hideout for defense. He says that people are a resource, which is the title of the episode, but he refers to them in the sense that he can use them for fuel. Before the fall he was into science so he was able to use his knowledge for this new world. The other side effect, which is another tactic he uses to keep the locals in check is that they can sniff the gas from the dead people in the vats and get high.

As you can see from that rundown he holds a lot of the same type of ideas that Negan had, but he turned some of them up to 11. He makes the Marshall go through some hoops to get a key to unlock his handcuffs.

Elsewhere, we see a flashback on how Ginny and Negan were stuck like glue and how important the dino is, we learn that only one person has escaped the Croat’s lair and that was via the sewers, so that will be the plan to get back inside. Luther, the big protector tries to force Negan and Maggie to leave after finding out he was wanted by the Marshalls, but they get into a fight and Luther dies in the scuffle.

Every series has to have some setup episodes, this just happened to be one for this new series. It wasn’t terrible, it just wasn’t as engrossing as the first two.
